21st COE Program was launched in 2002 at the initiative of the Ministry of Education, Culture, Sports, Science, and Technology. The objective of the program is to give targeted support to the creation of world-standard research and education bases (centers of excellence), thus elevating the standard of Japanese universities to that of internationally competitive ones.
